America Invited Prime Minister Narendra Modi to Address Joint Session of Congress

 Prime Minister, Narendra Modi has been invited to address a joint session of congress during a visit to America on coming June 8. Mr Paul Ryan, speaker in house of representative, informed on Thursday in a press conference. Mr Ryan said, “The Indo-American friendship is a symbol of stability in an important continent of the world. The addressing how can work together to increase the prosperity and to promote the mutual values of our both countries is a special event to hear the elected leader of largest census democracy. Mr Ryan said, “We're highly optimistic to welcome PM Narendra Modi in US capital on June 8. “

Earlier this event our former Prime Ministers; namely, Manmohan Singh; July19, 2005, Atal Bihari Bajpai; 14 September 2000, P V Narsimha Rao;18 May 1994, Rajiv Gandhi;13july 1985 — all have addressed the joint session. The tradition began in the year 1824 on December 10 when Marquis de Lafayette from French addressed the house of chamber. US
President Barack Obama during his visit to India for nuclear summit had invited PM Modi for the bilateral journey. PM Modi is 5th Indian who is to address joint session of American Congress.

Donald Trump, the candidate for presidential election by Republican Party, gave a controversial statement on 23 rd April this month. He targeted the Indian call centre companies. Mr Trump posed the issue of  shifting employment from America to India. Moreover, Trump even copied the mimicry style to speak in English of the Indian call center workers.

The United States presidential election of 2016, scheduled for Tuesday, November 8, 2016, will be the 58th quadrennial U.S. Presidential Election. The new president is to be elected in America.

However Donald Trump praised India. He said, “it (India) is a great country. I am not angry with China. I am not angry with Japan. Vietnam, India. . I am not offended by all these countries. I am outraged by the stupidity of politicians. "
Mr Trump in election campaign has been added Paul Manafort who was a lobbyist of Kashmir American Council. This council is assumed the front of Pakistani secret agency ISI.

Supreme Court Raises Seven Questions About President Rule In Uttarakhand

The Supreme Court on Wednesday after hearing has said that the scheduled floor test in Uttarakhand assembly will not take place on 29 April. The next hearing of the case is to be on 3rd May.

Assembly speaker, Govind Singh Kunjwal had disqualified 9 rebels cong MLA. After the action, total statistical data of assembly was 61 MLAs strength. 9 rebels’ cong MLAs had joined hands with the BJP.

The Supreme Court has said to the Union government, "Whatever changes you may desire in your writ petition file it after doing so by Saturday." The SC has said with the former Chief Minister of Uttarakhand, "if you intend any response in this matter, you can file it till Monday. Court is going to decide the matter before summer vacation."

The apex court asked 7 questions with Attorney General
1-   Whether message sending can be exercised by this way; as the message by the governor had sent to the floor test under 'article 175(2)'?
2-      Whether the decision for the MLAs’ membership disqualification may be the base of imposing president rule in the state?
3-       Whether the delay in floor test can be the cause to impose president rule?
4-      Whether the president can take the cognizance of assembly proceeding under article 356?
5-       What is the position of appropriation bill and when is needed the president powers in the matter of appropriation bill?
6-    "Money bill failed; so is being said and the government has lost its power", but in case the same is not said by the speaker, "the bill has not been passed"; who else can say it?
7-       The governor and the assembly speaker both are constitutional officers, whether the governor can say to the speaker for the votes division?

The apex court has said that speaker is the master of the House. How could governor say to the speaker that the voting should be recorded by audio video recording? You (AG) say that the money bill has not been passed, while the kept record of speaker reveals, “the money bill passed.” Who else will decide whether the money bill passed or not? Who prevented him when the 35 MLAs had demanded the floor test? 
The apex court said whether the governor had sent message to stop the floor test under 'Article 175(2)' and he may do so? Whether the disqualification of 9 MLAs in state assembly is correct? And appropriation bill is at what stage? What does president say on it?

Whether the floor test delay can be the base to impose the president rule? Attorney General said, “if the money bill was passed on 18 th March, why did not send it to the governor? Why was it sent on 27 March? Abhishek Manu Singhvi said whether the delay in sending of money bill to the governor may be the base of imposing the president rule?

If that the sting operation is correct may ratify, it cannot be the base of imposing the president rule. Singhvi said, “The Apex Court had ruled in SR Bommai Vs Rameshwar Prasad, ‘Only the floor test in all condition is the way."

Senior advocate, Kapil Sibal, contended whether the union cabinet in Delhi would decide the money bill of state passed or not?

Justice Deepak Mishra said, “if the burden of government is the question of majority, the floor test is the fair natural response.” The court asked whether the sting operation is the enough relevant substance to impose the president rule. The court said, “ TV sting can be wrong in the wake of social and moral ground reality, but how can it be the basis of imposing the president rule? Court asked whether the sting can be included in the base of imposing the president rule? If there was any suspicion on the money bill passing, it could have been clarified in the floor test on 28 th March.

Locals raped Wife; Christian Hubby In Pakistan Army

Wife of a Christian, Employee in Pakistan Army, was gang-raped by the two locals. A complaint against the sons of the landlords has been registered in Toba Tek Singh area under police station Rajna.

The employee stated in the complaint that the son of landlord, and his friend, scaled over the wall to trespass at late night in the plot no 291 GB; tied his wife with the bed on gun point; and gangraped her. The accused hit her by gun to silence the scream. Having heard the groan and scream the neighbours reached the spot to save her.


 The victim Asia's spouse is an employee in Pakistan Army in Peshawar city. The wife lives alone in a village 100 Miles away from Peshawar city. The incident took place on 20th April 2016 during the night. According to the employee, the Pakistan army is powerful, but the benefit of power is merely available to the Muslim employees. The accused Muslim boys'families are threatening to withdraw the case.

 According to FIR, the accused Mohd Zeeshan and Mohd Rizwan both had tied the legs and hands of his wife with the bed; threatened to kill by pointing gun. Both the accused, sons of landlords, respectively Mohd Arif and Mohd Farooq, gangraped her. The victim Asia Bibi is being threatened continuously by both families to withdraw the case. 

 Asia has told that she is not satisfied with the medical examination and legal action because doctors and police are biased to the families of accused. Asia has demanded her protection from the accused families, a separate investigation and medical examination.

 Rai Farooq Kharal, incharge of police station Rajana, said that he would access to the extent of 
Justice to the victim, despite being the different pressure. He said that both the accused have been arrested under section 376 PPC. The gun use to threaten at the time of incident has been recovered.

Ayub Masih and Jahid Masih including many other neighbours said that they had seen some people to jump over the wall to run away when they reached the spot to help her hearing the scream and groan of Asia Bibi. They freed her tied hands and legs from the bed; and informed the Police Rajana.

Panchayati Raj Day, Prime Minister said: country's real growth is development of villages

 The Prime Minister Narendra Modi on Sunday appealed to the women  delegates of India to watch the development work. He was addressing the public delegates on Panchayati Raj Day at Jamshedpur in Jharkhand. He added that one third Women, Gram Pradhan, of India should monitor the development work in the country. The women delegates must have to go ahead to perform their duties to confirm the dream of Babasaheb Bhimrao Ambedkar.

 The Prime Minister said, "that the midday meal project in government schools fund reach to the right beneficiary must have to care it by the Women participants of Gram Sabha." Mahatma Gandhi had said, "the spirit of india lives in the villages." Despite it the development between Urban and Rural have a big gaps.

 The Union Government has proposed the provision of huge amount in budget for the development of villages. Therefore the people of villages to help the projects descending have to go ahead; consequently the needful benefits of it can be in access of villagers. "The Rural India has blessed their faith on me for the five years, I'm trying to fulfill their hopes", he said.

 The PM appealed to the women delegates of Panchayati Raj to make successful the toilet construction project of government in the villages under the Clean India Campaign. He said that the women should help in making the ambitious project successful. He appealed to promote the health awareness to prevent the death of pregnant women. He also appealed to make the Pulse Polio Campaign fruitful to prevent the children's disability.

 PM Modi discussed on the project of 'Gram Udai Se Bharat Udai'(village rise to India rise) on Panchayati Raj Day. He added that the project launched from the native land of Birsa Munda, the village of Babasaheb, have been also quite extensive. He said that the officers and Ministers are going to the villages in scorching heat. That the people keep them remember in five years should be working by the delegates in this manner. 

 Now the Government of India has been relieved from Delhi to the other province of Hindustan, he said. He stressed that the villages should have the road and the electric power. The 30 lakhs delegates are in our country. The 40% of them are women. Our mothers and the sisters can bring the change in the leadership. If they desire, they can play the active roll to make the dowry free, digital, water accumulation, green village, bal mitra, and social health card for their villages.

 He emphasised," The people of villages burns the wood hearth today, which causes to inhale of 400 cigarettes smoke by our mothers and sisters daily." We have to relief them giving the domestic gas. Together this the farmers can now under 'Inam Yojana' will decide where to sell their items. The optical fibre network will reach to the every village.

 Virendra Singh, the state rural development Minister of Jharkhand, said that the policy of panchayat had been decided from Delhi but the PM Modi brought it out from Delhi. The banks were of Governments, really Narendra Modi has nationalised it now.

      Rahul said, "Such incidents came out due to many malpractices taken place in the regime."
       Rahul added that a TMC leader was assigned the contract of flyover bridge work ... He said there is sindicate rule nowadays in west Bengal.
        Rahul said that the TMC government looted the saving and deposit money of peoples through 'Sarda Chit Fund Scam'. The government work is to provide healthy atmosphere, educations and employment, but the government did nothing. It looted yours whole money of saving and deposits through Saradha Chit Fund Scam. Rahul alleged the government of Bengal that it was failed to generate the employment in the state.
         Rahul said, "The peoples used to go Bengal to find the jobs, but now they go to other state for the purpose; because everybody knows that the government of Mamata Banerjee cannot provide the jobs in the state." 
       He assured to the people in the rally that if the congress comes in power, it will have the priority of giving jobs to the people in Bengal.

Supreme Court Order Is Interim: Harish Rawat Said

The Apex Court has stayed the revocation of President Rule by Nainital High Court on Friday and upheld the President rule in Uttarakhand. The decision of apex court is a relief for the Union Government, While it is presumed a big jolt to the congress leader Harish Rawat .
However Harish Rawat including other congress leaders has welcomed the decision of apex court. Mr. Rawat said it's an interim decision of Apex Court.
Harish Rawat reacts on court decision, “His party has always believed on the court.”
According to Harish Rawat he is existing C.M. of Uttarakhand according to the decision of Apex Court.
Harish Rawat said," There is no fiasco for the decision of apex court in his group." Rawat added that they are habitual of raising questions targeting the court in case the decision does not according to their desire.
Vijay Bahuguna raised question on the working of Harish Rawat during last 24 hours. He said when there is no receiving of decision copy ,what was the need to call a cabinet meeting?
According to Bahuguna, “ Harish Rawat wanted to highlight the matter in other way; the decision of apex court is a big jolt to Harsh Rawat.”

Harish Rawat took 11 incessant decisions in the cabinet meeting.

9 rebels (Cong MLA) on their dismissal of membership by High Court reached to Supreme Court on Friday. They all appealed to franchise their votes during floor test of assembly and to restore their memberships.
It is noticeable that Nainital High Court had gave decision to remove the president rule in Uttarakhand; the supreme court stayed the order. The president rule will remain impose in Uttarakhand till 27 April, the date of next hearing.

Court said in its verdict:"Everything is Subject to Judicial Review"

High Court Uttarakhand said: “This is what’s colouring our minds. Can one solitary instance topple a democratically elected government in its fourth-fifth year... the root of the matter is that you are cutting at the root of democracy.”

Nainital High Court on Thursday gave a big decision on the matter of the President rule in Uttarakhand. High Court Uttarakhand set aside the order of President rule and also upheld the speaker's decision about the dismissal of 9 rebels legislature of congress.
The Union Government on the recommendation of short majority of Harish rawat Government had imposed the president rule in the state on 27th march last month. The Union Government has said that it will challenge the decision in Supreme court.
Hearing on the issue High Court has asked whether the Government is a private party? The court had said harshly with the centre, “If you recall 356 and call someone else to form a government, what else would it be other than travesty of justice,” 
“We don’t agree with the imposition of the President’s rule,” the division bench headed by Chief Justice KM Joseph said.
The high court has also ordered a (For more details) fresh floor test on April 29.After two consecutive days of hearing on a matter filed by ousted chief minister Harish Rawat, the court said the proclamation of central rule in the state stood null and void.
 “What is passing through our mind is, is it the lookout of the central government as to what would have happened on March 28 (when the floor test was to be held) in view of the changed composition, and in view of the nine ousted MLAs?” a bench of Chief Justice KM Joseph and Justice VK Bist asked attorney general Mukul Rohatgi.
 “Will it not be totally extraneous for the central government, which is ruled by another political party, to be concerned by the changed composition...” it added.
Noting that the demand for division of votes in the assembly when the Appropriation Bill was introduced was only a “solitary instance”, the high court said: “This is what’s colouring our minds. Can one solitary instance topple a democratically elected government in its fourth-fifth year... the root of the matter is that you are cutting at the root of democracy.”
The Uttarakhand high court this Monday asked the Centre’s counsel to explain why President’s Rule was imposed on the state at a time when the Harish Rawat government was in its fifth year.
Putting forth the Centre’s stand, Rohatgi said President Pranab Mukherjee had signed the order only after going through the facts. He said that 35 MLAs (including nine Congress rebels) had sought a division of votes on the appropriation bill on March 18, but it was not accepted by speaker Govind Singh Kunjwal. While BJP MLA Ganesh Joshi was arrested the same day, another member – Bhim Lal Arya – was told to absent himself from the house. BSP MLA Sarwat Kareem Ansari was also not present in the house, he contended.
Rohatgi said 35 of the 68 MLAs in the assembly were against the bill, but the speaker would not allow a division of the votes because he was aware that the government was in a minority.
“The President can be an excellent person but he can be terribly wrong, judges can also be terribly wrong,” the division bench comprising Justice KM Joseph and Justice VK Bisht said.
 “We do not doubt the wisdom of the President, but everything is subject to judicial review,” the court said.
 “Should we consider their application for stay moved on April 7? It was expected that till the judgment is pronounced, the central government will not recall (Article) 356.”
The Jury said, "that you may behave like this has saddened us more than displeased." He said how can you frolic with the court?
"We are ready to prove our majority on floor test. Modi Government take lesson after High Court's decision. the defection had got plotted in Uttarakhand. we talk about cooperation. We don't talk to fight. They are all powerful who have the widen chest", said Harish Rawat.

Mamta Replied to Show Cause Notice for Model Code Violation

West Bengal Chief Minister and Trinamool Congress supremo Mamata Banerjee today replied to the show cause notice issued to her for violating the Model Code of Conduct by the the Election Commission.The contents of the reply were, however, not known.

"Today our party supremo has replied to the ‘show cause notice’ issued to her by the EC in the capacity as TMC head.

The reply has been sent to the EC, but we are not revealing the details," a senior TMC leader told.

"The party maintains that the decision to create a new Asansol district was taken at a cabinet meeting held in December 2015 and was nothing new," the leader said.
Taking exception yesterday, the EC had rejected the response of West Bengal Chief Secretary Basudeb Banerjee to its show cause notice issued to Banerjee for prima facie violating the model code. The poll panel gave her a three-day deadline to respond personally.

Questioning the way Basudeb Banerjee had "defended" the action of the CM in promising a new district when the model code is in force, the EC told him the use of the words "by order of the Chief Minister" in the response was "avoidable" and hoped he will not use such language in future.

The West Bengal Chief Secretary had written to the Commission on behalf of the Trinamool Congress chief, who was served with a show cause notice last week for announcing creation of a new district in the state where elections are being held.

Kashmiri girl before court: Army soldier didn't molest

A person has been arrested in the case of alleged molestation of a girl in Handwada. After this incident the violence is continue from a week in North Kashmir.
According to the information Jammu & Kashmir Police has arrested Hilal Ahmad Banday, one of two accused, in Handwara last night. The Police said that the accused is being questioned. 
The girl(16) denied those allegations of the locals that an army man had outraged her modesty. she, in her statement, said before judicial magistrate when she was returning after school with her girl friend, she used the public toilet near main Chowk situated at Handwara where two boys tried to outrage her modesty forcefully and her bag was snatched among whom one boy was in school uniform.
.Hilal whom has been charged by the girl for the alleged molestation before the Chief Judicial Magistrate (CJM) is one of the two accused. Hilal has been alleged that when the girl was coming out of the public toilet at Handwara city, he intercepted to molest the girl at that time on 12th April.
The 5 person were killed during last week in the violent protests spread in the cities, Handwara and Kupwara. The relaxation in curfew for 3 hours ended peacefully, and again clamped in the wake of turmoil in the cities.
