Floor test is to be in assembly after next hearing on 6th April: High Court Double Bench.

A big decision by the union government ongoing political crisis in Uttarakhand had been taken. The government recommended ending of budget session. It is assumed that the step by the union government has been taken to adopt path of bringing an ordinance for the bill of appropriation of Uttarakhand. The ordinance during the budget session continued in parliament cannot be proposed. The first phase of budget session has been finished, while the remaining is to be completed in April.

The high court of Uttarakhand Tuesday gave its decision on Writ petition filed by congress to challenge the president rule and the defection of 9 rebel legislators; flipping the president rule in Uttarakhand, the high court single bench said to prove the majority of Harish Rawat government on floor test by 31 March.

Vikas Singh and Dinesh Dwivedi, senior counsel as respondent on behalf of rebel legislators, were present there on Monday. The court said to the centre to file its response by Tuesday after hearing argument of Abhishek Manu Singhvi, the leader and advocate.

The union government is pondering over all the remedy in this matter. The government has challenged the decision of high court on Wednesday. Mukul Rohatgi, Attorney General, submitted the side of government. The union government had imposed the president rule on the recommendation of governor, while the high court ordered to prove the government its majority.

The congress welcomed the decision of high court, saying it will prevent  interfere of union government in the state affairs; but the congress challenged the court’s decision of given voting right to the suspended rebel legislators in double bench.

The union government as respondent argued the cause of president rule in the state before the court, but the court ordered in the favour of congress and said to prove majority by 31 March.

Ml Sharma asked the CBI inquiry in the case filing the public interest litigation in Supreme Court. The matter of legislator’s horse trading is serious in nature and this must be probed.

The congress leader, Harish Rawat with 34 legislators on Monday met with the state governor and he claimed his side before him; on the other hand, the BJP leader and union minister, Arun Jaitley dubbed the president rule an appropriate decision because the state government was murdering the democracy. Consequently the decision to impose the president rule in Union cabinet was taken.

It is noticeable that Singhvi and Kapil Sibal both are the counsel of the case. Both are the lawyers.

The president signed on this declaration under article 356 of constitution. Uttarakhand Assembly was suspended. It was decision taken prematurely of floor test. The congress leaders and Rawat dubbed the decision of centre to impose the president rule “the murder of democracy.” They say when the governor had given the chance of floor test to Harish Rawat by 28 March, why did the union government take a haste decision to dismiss the elected government?

 The BJP in Uttarakhand unit has claimed that it is largest party in Uttarakhand, therefore it should be given chance for the floor test to prove its majority.

The floor test of Harish Rawat government in Uttarakhand will not be on 31st March in assembly. The double bench of high court has given this order. Both the main parties have agreed upon the decision.

The apex court said that the floor test will take place after next hearing on 6th April.

The high court double bench heard the petition on the imposition of president rule and the counsel from the union government, Attorney General Mukul Rohatgi was asked by the court that when a day had remained for the floor test, why did the union government took so haste decision to impose the president rule. Court said it is important to give the chance any party to prove its majority and it is a healthy process.

AG said that the floor test may be any government, but there is neither any cabinet nor any minister. The assembly has been dismissed. How may be the floor test? He added that there was allegation of horse trading of legislators to form government. Consequently the assembly and the president rule in the state was the last option.

Court said it is our duty that the article 356 of constitution must not be used for the political purpose.

Cops used abusive language ; threatened to rape; and attacked female students on HCU campus: Report.

Hyderabad: Policemen, who cracked down on students protesting at University of Hyderabad, threatened to rape the women students, revealed an independent fact finding team. The team, which went into March 22 incidents on the campus, found that there was widespread assault on women students. "Abusive language and threats to rape the women students were heard from police," said the interim report by the panel comprising senior human rights activists, academicians and lawyers

The team, which met students, faculty members, police and Telangana home minister, also claimed that targeted statements towards minority students and describing them as "terrorists" were also heard. The team members said on Saturday that students and faculty members were arrested; not produced before a magistrate within 24 hours as mandatory by law.

"Police could have given bail but the students and faculty were remanded in judicial custody," said the report. Police had arrested 25 students and two faculty members when they were staging a protest against P. Appa Rao resuming his duties as the Vice Chancellor.

"while 25 students and two professors from the Hyderabad Central University have been granted bail nearly a week after they were arrested." Last week, nearly 150 students held hostage the university's top officer, Vice Chancellor Appa Rao, for nearly six hours.

Appa Rao, his representatives and other university officials refused to meet with the panel. The committee said that the registrar banned the entry of media, and political, social, students groups on March 23 so that nobody could meet the faculty or students on campus and see the place of occurrence of the violence let loose a day earlier.

The panel said the return of Appa Rao triggered the disruption of peace on campus; and the police inaction in the case registered against him, central minister Bandaru Dattatreya and ABVP leader Sushil Kumar under SC/ST (Prevention of Atrocities Act) for research scholar Rohith Vemula's suicide in January also contributed the situation.

It recommended that Vice Chancellor must be suspended while pending the outcome of the investigation in the best academic interest and in restoring a peaceful environment in the university, and police need to step up their response in dealing with the cases filed. The panel recommended that criminal investigation should be immediately conducted and action should be taken against the police who have willfully neglected their duties under section 4 of the SC/ST amendment act, 2016.

It called for immediately restoring normalcy of the university. "Free mobility in and out of the university and this must be brought back to regular functioning. This is essential for the academic health of the university, which has suffered significantly." The members of the panel are Henri Tiphagne (Human Rights Defenders Alert), Tara Rao (Amnesty International), Burnard Fatima (International Movement against all forms of Discrimination and Racism), Kuffir Nalgundwar (Round Table India), Kiruba Munusamy (Supreme Court lawyer), Beena Pallical (National Campaign on Dalit Human Rights), Ramesh Nathan (National Dalit Movement for Justice), Asha Kowtal (All India Dalit Mahila Adhikar Manch) and Paul Divakar (Asia Dalit Rights Forum).

SUICIDE BOMB BLAST IN PUBLIC PARK; OVER 50 DEAD, 150 INJURED IN PAKISTAN

An explosion rocked a public park at Lahore in Pakistan on Sunday evening. At least 60 people were killed and many injured in a suicide attack.

According to the witnesses who were present there when the incident took place in Gulshan-e-Iqbal park said, “It was a suicide attack. The suicide bomber had fastened the explosive in his waist belt, but the forensic experts said, 'the suicide attacker had worn a 10 kilogram explosive belt. The military have been deployed in the area'."

The rescue team have reached there after the blast. 23 ambulances have rushed to the spot. The park was crowded because of being Sunday and Easter. The search operation is continued by security team in the park and nearby areas.

The Prime Minister Narendra Modi tweeted,

"Heard about the blast in Lahore. I strongly condemn it. My condolences to families of the deceased & prayers with the injured."

Many Shops in Kanpur gutted by fire;slum girl dies.

The fire caught in Parade Bazzar under Kotwali police station on Saturday morning that burnt many shops to ashes; and a girl,10, Chandni, daughter of watchman, Laxmi Narain, charred in shanties.

According to information, the fire caught in early morning. The fire brigade vehicles and police are trying to control it, but the engulfed fire could not be pacified till the report sent.

Shalabh Mathur, SSP, said, “The fire may have caught because of short circuit”, but the statement of shopkeepers differ that it was torched. The shopkeepers are anger, while police and administration are persuading these people. The PAC and para-military force have been deployed there monitoring the situation.

 The tension has prevailed after the brawl. The nearby residents have said, "Many footpath vendors who come here from outskirt areas for the business purpose halt their night on roadside. It is apprehended that death toll may rise."

Mr. Nabi Ahmad told, “Many  families of shopkeepers were sleeping inside when the fire caught.” The exact figure of death toll may be confirmed after the extinguishing of fire.

Mr Rajesh Tripathi told, “The district magistrates of state in the wake of government order of Oct 2012 had formed committee at the concerning district level to collect the reports of schools for the purpose of releasing the fund.  They recommended the report of 1627 schools to the government where 18000 teachers are working; namely, 70% OBC, 21%SC and other general.”

He said, "The government has not yet taken any decision to release the fund."

Mr Dashrath Yadav , president of Manager/Teacher Joint Morcha Uttar Pradesh, said, “Pouring kerosene in front assembly for immolation attempt was foiled after my arrest on 6th march this month; but the government is not serious about our demands. While we are staging our Dharna continue to meet out my efforts Lucknow.”

We are demanding to restore the government order of 31 march 1994 which had enabled us for ‘recurrent funding' by the government.

The government orders issued on 5 th October 2006 that barred us from this privilege must be canceled.

The schools that are in majority areas of schedule caste and schedule tribe must be included in the ‘recurrent funding' groups.

The delegates should be talked with the chief minister.

The Chief Minister of Uttar Pradesh, Mr. Akhilesh Yadav, gave many gifts to the widows dwell at Vrindavan in district Mathura 422 km away from state capital of Uttar Pradesh.

The destitute widows, living in shelter house, will now get purified drinking water of RO; will be fanned by the coolers to get rid of heat.

Not much in shelter house, there will have the provision of hot water by solar water heater; for 24 hours light by solar system.

The provision of these facilities for the widows of Vrindavan has been given by the chief minister on Wednesday.

The district magistrate, Rajesh Kumar, reached as the messenger of government to the shelter house, informed about the gift facilities to the widows on the occasion of Holi festival. These facilities will be provided to Bhoot lane shelter house adjoining of Chaitanya Vihar shelter house.

The DM said that during the ISKCON visit of last year, the chief minister met with widow mothers since he has been taking personal information about them time to time.

The chief minister, on the occasion of Holi, talked on phone in morning; took the information about them and desired to do something.

The DM said, “That the RO plant should be established immediately to provide the pure water to old mothers has been ordered by the CM. the power facility of 24 hours should be improved by solar system. The coolers to save from heat and the solar heater from winter cold shall be provided.”

The DM told that the maintenance of shelter house is continued by the state government.

35 shanties gutted by fire; claims torched

23 shanties on Tuesday were gutted by fire at Dahlia Patti Village 27 KM away from Police station Laharpur in District Sitapur. 2 children were killed and one woman was injured.

According to police, Kahar community dwells in shanties at patti Dahlia Village in Sitapur.

Kamlesh Verma, another resident of same village, was burning the leaves of sugarcane in his fields; the wind gale flew a burning twig of leaf that caught fire into the shanties. Two children were killed and one woman, Kishori, was Injured in this incident. 

A case of murder without intention has been registered. Worth Rs 6 Lakhs valuables was gutted by fire.

 Rehai Manch claimed, '' 35 Dalit shanties were torched and the motive behind this incident was the consequence of Panchayat election''.  Manch also condemned this barbaric act and said that Kamlesh Verma, an accomplice of Pradhan in last panchayat election, was in resentment after obtaining no votes of these people; torched the dwellers' Shanties.

Three Male Suspects of Brussels Attacks snapped at Zaventem; two of them seem to have committed suicide

The foreign ministry told, “Indian embassy at Belgium is trying to find Ganesan.”

Hiranyakashipu was puzzled with the activities of his son, Prahlad who used to sing the glory of god sri Vishnu. Hiranyakashipu was in boast of his prowess and felt himself the winner of universe. He wanted his son should not respect god Vishnu. Prahlad was in his childhood. His aunt Holika (father’s sister) told her brother that if she took him in her lap and sit on pyre, she would remain safe in fire and Prahlad would burn to ashes.

Her advice was feasible to her brother so he gave his tacit acceptance to perform the trick.

Holika wore the sari which was blessed not to burn in fire. She took child Prahlad in her lap and sat in pyre. Prahlad was continue to chant the name god Vishnu. The sari and Prahlad was safe and Holika was burn  to ashes.

 The people seeing the supernatural power of God to safe Prahlad’s dedication celebrated as Holi festival.

Even today, people enact the scene of 'Holika's burning to ashes' every year to mark the victory of good over evil. In several states of India, specially in the north, effigies of Holika are burnt in the huge bonfires that are lit. There is even a practice of hurling cow dungs into the fire and shouting obscenities at it as if at Holika. Then everywhere one hears shouts of 'Holi-hai! Holi-hai!'.
The tradition of burning 'Holika' is religiously followed in Gujarat and Orissa also. Here, people render their gratitude to Agni, the god of fire by offering gram and stalks from the harvest with all humility.

The state government of Uttarakhand which is in crisis after its rebel legislators who joined the BJP now has reached late night to Gurgaon. They are to meet with the BJP president, Amit Shah, on Saturday. Shyam Jaju, the BJP leader, said that 26 BJP and 9 Congress of the 35 legislators went to meet with the state governor. These can demonstrate a parade before the president.

Govind Singh Kunjwal, the state assembly speaker, has issued notices to the rebel legislators under anti defection law. The chief minister, Harish Rawat, and assembly affairs minister, Indira Hridayesh sit with speaker in a high level meeting. Rawat said afterward that the government can prove its majority. The rebel legislators have been given chance of forgiveness having accepted the mistake. The CM will meet with KK PAUL at 7.30 evening.

Congress legislator has said on running crisis that the party is watching the whole situation. Meanwhile, Arvind Kejriwal, on the crisis of UttaraKhand, has targeted the BJP. Kejriwal tweeted in morning on Saturday and dubbed, “the BJP is most corrupt, anti-national and power-hungry party.” He said, “The BJP is openly indulged in horse trading in Uttarakhand after Arunachal.”

The rebel legislators of congress reached on Friday in a hotel at Gurgaon after meeting with governor, KK Paul. They are going to meet with the BJP president, Amit Shah. The former chief minister Vijay Bahuguna said that he surprised why Harish Rawat did not resigned from his post so far. He should have resigned on moral ground. Mr. Bahuguna asked the dismissal of Harish Rawat government.

Under the political wrestling in Uttarakhand, the general secretary of BJP, Vijay Vergi, has said that Harish Rawat government is not in majority. He has no right to be in power. The 35 legislators want to meet with the BJP president Amit Shah in Delhi.
The BJP leader, Shrikant Sharma said that the congress government of Uttarakhand should be dismissed. It has no majority. Satpal Maharaj who had joined the BJP from congress said, “he and the rebel legislators will go to meet with Amit Shah.”

The BJP asked the resignation of Harish Rawat. The former CM and the BJP leader Ramesh Pokharial Nishank has said that Rawat government is in short majority and the CM should resign. The BJP legislators met with governor and claimed to form the government. The 35 legislators paraded before governor in support of the BJP.”

Mr Harak Singh Rawat, rebel legislators’ leader of Congress, had said, “He is going to meet with the governor.” Harak Singh Rawat resigned later from the ministry. The congress has 36 legislators out of 70 members’ assembly of Uttarakhand. 11 of them are said to be rebel. One of BSP has lodged the protest. The BJP has 28 legislators in assembly.

The chief minister Harish Rawat said that he had the priority interest of Uttarakhand. He will never surrender before anybody. Mr Rawat alleged, “The BJP is shedding money like water to destabilize his government.” He added, “As far as the majority is concerned, the no confidence motion should be brought first. Rawat claimed, “The 5 legislators of BJP are in my contact.”

In the wake of the chaos in House during budget session of Uttarakhand assembly has been adjourned till 28 March. ALLAHABAD: An interesting story of love affair in Allahabad 200 km away from state capital of uttar Pradesh has been reported. Bade Miya, a lovesick senior citizen, made co-heart relationship with a girl on phone; and the trickster girl duped lakhs of Rupees from him; disappeared with booty from the scene.

The case is from Dhumanganj area in Allahabad. The 70 years old Hausla (name changed) dwells with his family. He is a retired employee from government department. His wife has passed away. He had deposited in his saving 30 lakhs Rs. He used to mention often during the gossip of his sitting at a tea-stall.

The inside position of  Hausla (Bade Miyan) that he was a millionaire was familiar there to all. Meanwhile an unknown man met with Hausla. The man bluffed him for remarrying, but Hausla did not believe on it. The man talked Hausla with a damsel, 30, on mobile phone. Hausla got confidence over the man afterward.

Bade Miya had got mobile number of damsel now; the lovesick Bade Miya began to talk on phone; the frequent talk reached into 'hours talk'; the old man flew fast over the love lake.

 The old man could guess the matter; she demanded 2 lakhs from the old man on phone —Hausla paid the amount to her without delay!

The damsel had trapped Hausla in her love-lure after assuring of marriage. She had begun to show her trickster attitude. After receiving hefty sum she duped 20 lakhs on only phone.

The man crazy in her love trap could not recognize a little bit that the she was fooling him. She had always sent a boy to transit money from old man. She took from Hausla first Rs 2 lakhs; Rs 8 lakhs again; and 5-5 lakhs twice afterward. When the sons of old man was informed, they asked with his father about the story. The old man told the whole story.

The sons understood the fraud on being heard the story ;and reached to the police station Dhumanganj where the police took the complaint application; but did not registered the FIR.

The police have started the investigation; got still no information about her.

Police is tracking damsel’s mobile number. The police is trying to trace the man who had made dreamt bade miya for remarriage and him the prey of her fraud.

Rumours that the duo was romantically involved have been long doing the rounds in Bollywood, especially after Hrithik’s marriage with childhood sweetheart Sussanne Khan ended.

The tension between Kangana Ranaut and Hrithik has prevailed much. Both side update is continued and the persistent allegations are being attacked together.

Anyway, Hrithik has released an official statement to clarify his side. He said that Kangna was talking about which e-mail ID is not of his and he asked help of the law to maintain secrecy of his life.

 When a privacy is disclosed, the creating of dispute and the people’ speculations are flew fast. Actually, the people believe only on heard by others and did not aware of all the truth. How many men are added to this matter, having respected others sentiments and privacy I have taken the help of law. I did not want to emerge out the story of my life and its to impact on others.
The silence is good practice, but the matter is close to family, dignity and image, consequently the break of silence is better way. I want to clarify that ‘hroshan@email.com’ is not mine. I had registered a complaint for the fake ID on my name in Mumbai cyber cell on December 12, 2014.

The matter is the pilferage of ID. The police is active since 5 march 2016 and the person who made e-mail ID on my name continued to find.

And yes, the mental condition is a sensational issue that should be taken seriously. I will never have said such comment on anybody. If anything via this mail has been said, the facts are worth nothing more than the tampering. I was directed to keep silence and I have tight-lipped since last two years.

Recession hit Brazil: Country faces political turmoil

Vijay Malaya illegally transferred big money to tax heaven countries: ED

The property of Vijay Mallya, who a wine businessman has been declared ‘Willful Defaulter’ in 17 banks, will be ceased in and out of the country. “Mallya has transferred illegally a tidy sum of amount outside the country”, claimed CBI in its investigation after the forensic audit. Enforcement Directorate has worked out some important evidence. The CFO, A Raghunathan, has confirmed it.

The officer from ED told that the money from loan could not be transferred in foreign accounts; therefore Mallya has sent the amount illegally outside the nation; he kept in dark even the banks about it. The CBI has taken the banks' loan files in its custody. The case has been registered under the money laundering act in this connection.

The CBI is now investigating the sanctioned loans to Vijay Mallya. Agency is trying to find the reasons why the banks had sanctioned the loans were that the political pressure on them. The CBI suspected that the matter may have been the political links because how the banks sanctioned the amount of 9000 crore loans to Kingfisher Airlines in spite of being in big financial crunch?

According to information, Mallya has transferred these amounts to the tax heaven countries. The whole amounts were sent to the vendors of many countries. Mallya’s case has been referred to the ethics committees of Rajya Sabha. 

The lookout notice had been issued against him. Interpol can issue red corner notice against him. The PMLA court has been asked to issue the non-bailable warrant. Having escaped from the dispute, Mallya has left the country on 2nd march that caused a political wrestling in the matter.

Symposium held on sexual harassment of women at work place

Professor AP SINGH, director psychology Department University of Lucknow, presided on Sunday over the organized symposium at Jai Shankar Prasad Hall on Sexual Harassment of Women at work place.

The core idea of research papers read there were that the sexual assault increased because of change in the cultures and the values women are seen through a different look. He said, “Until the government takes the help of psychological analyst, there can nothing reply satisfactorily.” He added, “Because psychology itself creates such condition, that will be helpful to understand the behavior of human being.”

The psychology of women and the working place were discussed thoroughly. Dr Preeti Mishra, from DBRAU, said, “Nobody can dare to unfold her veil without her acceptance under the section 354 IPC.”

Dr Rashida Ather said, “ If any woman, using ‘sex’ word, give her plea , the people should prefer to heed much on the facts — than the word ‘sex’ what she desired to say; and if not follows so, the meaning turns into meaningless.”

Dr Madhuri Rawat said on the psychology of sex and woman, “A natural fact has been held here the point of discussion because the women have neither natural liberty nor are secure fully under the cover of culture: which resulted the cause to explain her on her core needs; but the culture was not so pure on her, which had had women to face the insecurity.”

Dr Renu Srivastav,JNPG College, said, “The education is the way which can save women; which make the society sensible for the women.”

Shweta Tiwari, AP Sen Degree College, said, “The society has been defined by the ‘relationships trap’, we will have to understand the breakage of relations, and then we will be able to get the solution of harassment.”

Dr Mahima Devi said, “Society has a big difference in words and deeds on the sexual assault; and if the offender is in high status, that efforts are made to save him more than taking action by the law on sexual assault.”

Terrorists using of PoK land have grown many locals problem:S.S.A. Kashmiri in Geneva

The exile leader from PoK, Sardar Shaukat Ali Kashmiri, who intends to envisage Kashmir as ‘United States of Kashmir’ by national democratic revolution has replied strongly on continuous denying of Pakistan’s non-involving affirmation of the terror activities in India.

He, exposing the reality of Pakistan on the issue of terrorism, said, “Pakistan occupied Kashmir is used as a pad to launch the terrorists."

Shaukat Ali, in an organized international program at Geneva, said, "Pakistan on the one hand talks about to fight against the terrorism, the terrorists of Lashkar-e-Taiba wander openly there on the other."

He disclosed about Pakistan, “The statement of Pak to fight against terrorism has a big difference between words and deeds.”

It is noticeable after 1998 resolution Adopted by the UN Security Council at its 3890th meeting.

  "Urges India and Pakistan to exercise maximum restraint and to avoid threatening military movements, cross-border violations, or other provocations in order to prevent an aggravation of the situation";

  "Urges India and Pakistan to resume the dialogue between them on all outstanding issues, particularly on all matters pertaining to peace and security, in order to remove the tensions between them, and encourages them to find mutually acceptable solutions that address the root causes of those tensions, including Kashmir"

 there have been signs over the past decade:

§  In 2003, the two countries agreed to a ceasefire across the Line of Control (LoC) that divides Indian and Pakistani-administered Kashmir

§  In 2006, Pakistan said it stopped all funding for militant operations in Kashmir, ignoring protests by some of the more influential groups

§  In February 2010 India announced an amnesty for fighters from Indian-administered Kashmir, saying they could return from Pakistani territory

§  Early in 2012, Islamabad cut by half the administrative funds it issues to groups that still maintain offices in Pakistani-administered Kashmir

§  At the same time it offered a cash rehabilitation package to former fighters to abandon militancy

Shaukat Ali said that the terrorists using of PoK land have grown many locals problem. The problems are not handled there administratively. He discussed also the terrorists training camps of Pakistan.
